First Meeting of the Fifteenth Finance Commission held in New Delhi

  2. “The Commission felt that wide-ranging consultations with all stakeholders, including various Ministries of the Union Government, all State governments, local bodies, panchayats and political parties of each State government, needed to be expeditiously initiated,” the Finance Ministry said in a statement.
  3. “We covered a number of issues which need to be addressed. We went over the terms of reference (ToR) which have been given to us by the President and the best ways of addressing those wide-ranging ToR, procedures for consultation, the broad structure of ensuring that all stakeholders are fully consulted, particularly in respect of state governments,” Singh said after the meeting here.
  4. “If we look at the terms of reference, these are two frontal issues in the ToR. If you look at Article 280 of the Constitution, Article 281 and Article 282 are precisely on those kinds of issues… the Commission would need to study, analyse, examine and consult before it comes to any conclusion,” he said.
  5. On devolution, Singh said, “We did not discuss that, its far too premature to comment on an issue of that kind. That will require very careful deliberations and consideration.”
  6. The statement added: “The Commission was cognisant that it has been assigned wide-ranging ToR which needed to be suitably addressed. Towards this objective, it was felt that wide-ranging consultations with all stakeholders, including various ministries of the Union government, all state governments, local bodies, panchayats and political parties of each state government, needed to be expeditiously initiated.”

The Government to Government Umbrella has signed the Agreement between the Government of India and the Government of the Federal Republic of Germany concerning Financial Cooperation in 2016 (II) under the Indo-German Development Cooperation was signed here today for the fix of the ammount of Euro 200 million for the Financial Cooperation in form of loan for the project ‘Climate Friendly Urban Mobility III’ and Euro 11 million Accompanying measures in form of grant for four projects.
  2. In addition to the above, the following Loan Agreements were signed between Department of Economic Affairs with KfW, Germany under the Indo-German Bilateral Development Cooperation:-

Loan Agreement for the project “Community based sustainable Forest Management Component I Manipur” was signed with KfW, Germany for a loan of Euro 15 million.  The broad objectives of the Project are restoration of degraded forests in upper watersheds, reclamation of abandoned shifting cultivation areas, biodiversity conservation, water resources conservation and livelihood improvement of forest dependent rural tribal people in the project area.
  4. Loan Agreement for the project “Madhya Pradesh Urban Sanitation and Environment Programme” for Euro 50 million Reduced Interest Loan and Euro 2.5 million grant. The broad objective of the Project is to improve facilities for water supply, sanitation and sewerage treatment plant in selected towns of Madhya Pradesh, improve solid and liquid waste management and disposal systems, improvement of surface drainage systems for flood mitigation in selected towns of Madhya Pradesh.
  5. Loan Agreement for the project “Sustainable Urban Infrastructure Development Odisha – Phase II for EUR 55 Million Reduced Interest Loan with EUR 2 Million as Grant. The basic objective of the project is to improve Urban Infrastructure by linking them with Government priority. The broad objective of the Project is to improve the urban infrastructure of Odisha and to provide better quality of life to the people.
  6. Loan Agreement for the project “Green Energy Corridor – Intra-State Transmission System in Maharashtra” for EUR 12 million Reduced Interest loan. The broad objective of this project is to put in place a transmission system for evacuating renewable energy.

 

The Union Ministry of Health and Family Welfare launched the National Strategic Plan 2017-24 aimed at eradicating HIV/AIDS by 2030

  1. On the day of World AIDS Day, Minister of State for Health and Family Welfare Anupriya Patel on Friday has launched the National Strategic Plan 2017-24 and Mission “SAMPARK”, to set the location of whom who has been Left to Follow Up and needed to be brought under ART services.
  2. ”The National Strategic Plan 2017-24 will pave a roadmap not only for achieving the target of 90:90:90 but also strive along with partners towards fast track strategy of ending the AIDS epidemic by 2030,” she said while addressing a function to mark World AIDS Day, 2017 organised by the National AIDS Control Organisation (NACO), Ministry of Health and Family Welfare, here.
  3. Paying tributes to all the lives lost to HIV/AIDS not just in India but globally, she urged all to pledge that no more lives would be lost to HIV. ”Let us all come together and join hands in this fight against HIV so that together we can end the epidemic by 2030,” she added.
  4. About 11.5 lakh People Living with HIV(PLHIVs) are taking free ART through 536 ART centres in the country, she informed. She said it was a big challenge to trace those who are Left to Follow Up and needed to be brought under ART services. With this aim in mind, the Mission “SAMPARK” has been launched, she said.

  1. The Supreme Court on Monday has given the permission to the Trump administration to fully enforce a ban on travel to the United States by residents of six mostly Muslim countries. This ban was not the final ban on the travel, Challenges to the policy are winding through the federal courts, and the justices themselves ultimately are expected to rule on its legality.
  2. By the action there has been the indication of the high court might has given the approval to the latest version of the ban, announced by President Donald Trump in September. Lower courts have continued to find problems with the policy.

The ACLU is representing some opponents of the ban.

Fitch lowers 2017-18 growth projection to 6.7%

  1. International ratings agency Fitch on Monday has decreases the country’s GDP growth projection for the current year 2017-18 to 6.7 per cent. According to Fitch’s December Global Economic Outlook (GEO), the global rating company has lowered the rate as per growth forecast for the fiscal year to end-March 2018 (FY18) to 6.7 per cent from 6.9 per cent.
  2. “The Indian economy picked up in 3Q17, with GDP growing by 6.3 per cent yoy (year-on-year), up from 5.7 per cent in 2Q17. However, the rebound was weaker than we expected, and we have reduced our growth forecast for the fiscal year to end-March 2018 (FY18) to 6.7 per cent from 6.9 per cent in the September GEO,” the ratings agency said in its report.
  3. “The FY19 forecast has been cut to 7.3 per cent from 7.4 per cent. Growth has repeatedly disappointed in recent quarters, although this has partly reflected one-off factors including the demonetisation programme of November 2016 and disruptions related to the implementation of the introduction of the Goods and Services Tax in July 2017.”
  4. Fitch has said that the GDP growth to pick up in the next two years. “Gradual implementation of the structural reform agenda is expected to contribute to higher growth, as will higher real disposable income,” the GEO report said.

  4. That will need if the new motor vehicles of category M (eight-seater cars) and category N (trucks), conforming to Emission Standard Bharat Stage-IV and manufactured before April 1, 2020 and sold in the form of drive-away chasis, then they will not be registered after September 30, 2020.

Mumbai’s Shaw and Bengal’s Porel have been permitted to join their respective Ranji Trophy sides for the quarterfinal stage and will join the camp on 12th December,” Choudhary said.
  4. Three-time U-19 World Cup champions India failed to win the tournament last time around after suffering a defeat at the hands of West Indies in Bangladesh. India have won the tournament thrice in 2000, 2008 and 2012.
